The Neglected Dogs

Dogs are the ultimate companion of man and is primarily named as "man's best friend" for they show great affection and loyalty to their owners no matter what. Though this is a general statement, there are still selected areas and people where they show neglect of these wondrous animals. Is there really such a thing as stray dogs?
