This time the delay is for greater "transparency" in the frequency allocations. Regardless of the reason it helps keep the citizens of Costa Rica in the technological dark ages! Tweedle Dum says: This is exactly the reason I wrote my first review the way I did. Costa Rica is notorious for promising and not delivering. They can't even get the internet service right, let alone cell phones!
